Who wrote "Jill's Theme"?

Martin Bttcher's "Mason-City Melodie" has striking similarities with Morricone's "Jill's Theme" from ONCE UPON A TIME IN THE WEST. Is this deliberate theft, coincidence, or is there a common source that both pieces are referencing?
